"No movement" sign, described in the rules traffic, in a separate Appendix 1 Article 3.2 (Traffic Regulations Appendix 1 Article 3.2). It has a round shape, with a white background and a red border.

Violation entails administrative liability in the form of a fine or warning (Part 1 of Article 12.16 of the Code of Administrative Offenses of the Russian Federation).

There are also exceptions in the law that allow certain categories of citizens to pass under the sign without subsequent penalties.

What the traffic rules say

Responsibility for violating sign 3.2 of the traffic rules is provided for by the administrative code. Thus, ignoring this rule entails liability in the form of a fine in the amount of 500 rubles or a warning (Part 1 of Article 12.16 of the Code of Administrative Offenses of the Russian Federation).

Appearance

The sign, 3.2 “traffic prohibited”, is round, with a red border on a white background. Made using reflective paint (GOST 9.401-91).

Coverage area

A sign prohibiting traffic begins its operation at the place of installation and ends at the nearest intersection following the direction of movement.

Typically, in practice, a road sign is installed in conjunction with indicating signs in the form of arrows (8.3.1-8.3.3 Traffic Regulations), indicating the direction in which driving is prohibited.

Who is allowed to move despite the ban?

  • Citizens, the road to the house, which is marked with a sign (must have a passport with registration at the address that coincides with the area where the sign is valid);
  • Postal Service, whose machine must be marked with a white stripe on a blue background;
  • Special organizations that control and service objects located in the area of the sign (documents are required confirming the need for travel, for example a waybill);
  • Public transport following a route certified by the city administration and agreed with the traffic police;
  • Cars of citizens with disabilities of groups 1 and 2 (you must have a sticker on the car indicating the disability and documents confirming the diagnosis);
  • Vehicles transporting people disabilities, as well as disabled children;
  • Service vehicles of enterprises located in the area of the sign (this may include heavy vehicles transporting consumer goods to a store located in the specified location). The driver must have documents, an invoice or waybill with him, otherwise the inspector may fine him for a violation;
  • Rescue services, emergency care, fire protection, specialized vehicles of the Ministry of Emergency Situations.
IMPORTANT! Drivers who are allowed to ignore the presence of a white circle with a red rim must leave the area of the sign as quickly as possible at the nearest intersection.

Fine for driving under a sign

According to the Code of Administrative Offenses, movement within the area of effect of the sign entails a fine of five hundred rubles or a warning.

In cases where a citizen violates for a good reason, he must have with him documents confirming the preferential category of citizens. Or evidence of involvement in an organization servicing an object located in the area covered by the sign, otherwise the driver faces a fine of 500 rubles.

In cases where the driver chooses to avoid traffic jams, driving under the sign and turning into a through passage through a residential area, the fine increases to 1,500 rubles (Administrative Code of the Russian Federation, Article 12.28).

For heavy vehicles of the preferential category, there is a recommendation to enter the sign's coverage area only along the shortest route and from a side intersection. If this condition is not met, then, despite the exceptional category, a fine is provided, which is not subject to appeal.

IMPORTANT! Taxis with identifying markings and documents confirming that they are cab drivers do not receive a fine for driving under traffic rules sign 3.2 when transporting passengers. Since at the time of employment they are equated to public transport.

Special cases

Signs prohibiting passage can be of several types. Thus, a round white sign with a red rim and a drawn truck inside means that only trucks are prohibited from passing through. Typically, the center of this sign indicates the tonnage of the vehicle, heavier than which driving is prohibited. This sign also applies to exceptional cases allowing passage.

When a private car drives under the sign into a residential area, the inspector has the right to demand documents for inspection. In this case, the driver must provide a license, insurance, and a passport with registration at this address.

If the registration is not at the place of entry, the inspector issues a fine, provided that the driver is not disabled and has supporting documents and a sticker on the car.

When installing a sign prohibiting traffic, usually a detour sign is installed a few meters away, indicating the direction in which the driver should move. The traffic ban zone ends after the first intersection.

How is it different from a “no entry” sign?

A sign prohibiting entry is round with a red background, with a white horizontal rectangle placed in the center. Colloquially referred to as a brick.

Driving in the area covered by this sign is prohibited. The exception is route modes of transport. However, when drawing up routes for buses and other vehicles carrying passengers, it is necessary to coordinate the route with the traffic police. Therefore, in practice, such an exception to the rules is extremely rare.

Where the “brick” sign is installed: entry is prohibited:

  • The entry prohibited sign is installed on sections of roads where it is necessary to regulate the direction of movement. For example: on a one-way road, but provided that it is installed against the permitted direction;
  • On a specially designated lane for route transport. It means that except for passenger buses, no one is allowed to move along the road marked with the sign;
  • In areas where there is a separation of entry and exit of vehicles. For example, a closed area of a plant where control and inspection of trucks is carried out;
  • At high-risk facilities where it is necessary to organize one-way traffic in order to reduce the risk of accidents. For example, a gas station, or an area with a busy pedestrian traffic as a recreation center.

Where is the “no traffic” sign installed?

  • Before starting a section with an emergency road surface and its repair;
  • On the border of the pedestrian zone;
  • On sections of the road where the traffic lane is intended only for route vehicles.

There are also differences in the punishment for non-compliance with the rules. So if, for driving under traffic rules sign 3.2, a penalty of 500 rubles is provided, then for driving under traffic rules sign 3.1 “entry prohibited”, a fine of 500 rubles is provided if the violation occurred outside the roadway, for example, a gas station. In case of violation on the road, the fine increases to 5,000 rubles or deprivation of rights for 4-6 months, depending on the circumstances. In the event of a repeated incident recorded by a camera, the driver can expect a license deprivation of 5,000 rubles, but is stopped by an inspector.

There are quite a lot of signs prohibiting travel and traffic regulations. But the most common one, which deprives one of the ability to move, looks as simple as possible. This is the most ordinary white circle surrounded by a red border. However, not everything is so simple: for each specific type of vehicle such signs can be installed, but with additional marks.

What does the “No Traffic” sign mean and which road users are affected by it? What is the fine for driving under a “No Traffic” sign? We will answer these questions in this article.

Where is it used?

Places of application the indicated sign listed in GOST R 52289 - 2004. In general, it is installed to prohibit further traffic on the road section. The main sign (3.2 in the traffic rules) is placed at the entrances to territories where the movement of all or certain types of transport is prohibited. Side exits are equipped in combination with additional signs (8.3.1 – 8.3.3 Traffic Regulations). The sign applies to both directions; accordingly, it is never placed on one-way roads. However, there are exceptions when its power is simply canceled, which is also stated in GOST. Such exceptions include:

  • route vehicles - buses, trolleybuses and other types public transport with a set path to follow;
  • transport designed and equipped for the transportation of disabled children or disabled people of groups I and II, as well as driven by a person with a disability (the car must have an appropriate sticker, it is advisable to have documentary evidence of the status of the disabled person - ITU results, certificate);
  • machines that serve and are on the balance sheet of enterprises in the area of the sign; belonging to persons who live or work in the area (so that the inspector has no doubts about the legality of travel, it is better to carry with you employment contract to confirm your place of work or passport/registration certificate - prove residence in the area of the sign. In the case of servicing a given territory, for example, delivery of goods, you must have a delivery note with you indicating the address);
  • Federal postal vehicles, specially marked with a white stripe on a blue background on the body (have the right to be in the prohibited area, but are required to leave the road at the nearest intersection to the point to which it is traveling).

Like postal vehicles, any vehicle from the above categories must leave it at the intersection closest to its destination.

Legal regulation

The Code of Administrative Offenses of the Russian Federation contains a generalized, universal article that establishes administrative liability for violation of any road signs, as well as markings. Provisions of Art. 12.16, more precisely parts 1, 6 and 7 also apply to the prohibition sign. Based on the content, the first part applies to passenger cars, sixth and seventh – trucks.

Fines imposed

Violation of the “No Traffic” sign on both a heavy truck and a passenger car is grounds for prosecution in the form of a fine (500 rubles). This general position, it is used if the composition is not provided for in parts 6-7 of Art. 12.16.

If an administrative offense was committed in Moscow or St. Petersburg, the fine immediately increases 10 times, up to 5 thousand rubles. This tightening is explained by the incomparable number of vehicles passing on the roads of megacities every day.

However, the law allows a fine of 50% to be paid if paid within 20 days after the sentencing order is issued. If sanctions are unlawful, they can be appealed both administratively and judicially.

The traffic rules of the Russian Federation provide for a number of prohibitory signs that introduce or cancel a list of restrictions on the driving conditions of a vehicle. One of them is sign 3.2 - “no movement”. As for any traffic violation Russian Federation, the Code of Administrative Offenses regulates the fine for driving under a “no traffic” sign.

What restrictions does the prohibition sign 3.2 introduce?

First of all, it is worth noting that the purpose of sign 3.2 in the area where it is installed is to introduce a ban on the movement of any vehicle. This is stated in Appendix 1 of the Russian Traffic Regulations “Prohibiting Signs”: 3.2 “Movement is prohibited” The movement of all vehicles is prohibited.

The sign prohibits traffic in both directions, but this prohibition ceases to apply at the first intersection. But as you know, there can be exceptions to any rule. And in relation to sign 3.2 they also exist. There are a number of vehicles that can move in the prohibited zone without committing offenses.

Which vehicles are not covered by sign 3.2

    Route vehicles.

    If the vehicle is driven by a disabled person of groups 1-2, or the passengers are disabled children and people with disabilities of groups 1-2. It is obligatory to have on such a vehicle the identification mark “Disabled” (as amended by Resolutions of the Government of the Russian Federation dated 03/28/2012 N 254, dated 01/21/2016 N 23).

    If the vehicle is servicing an enterprise that is located in an area where a “traffic is prohibited” sign is in effect. If the vehicle is served or owned by a citizen living or carrying out his labor activity in the traffic zone regulated by sign 3.2 (as amended by Resolutions of the Government of the Russian Federation dated 04/21/2000 N 370, dated 07/23/2013 N 621).

    A vehicle belonging to the federal postal service and having a distinctive badge in the form of a diagonal white stripe on a blue background (as amended by Resolutions of the Government of the Russian Federation dated 04/21/2000 N 370, dated 07/23/2013 N 621).

In cases 3 and 4, vehicles must enter and exit the designated area at the intersection closest to their destination (as amended by Resolutions of the Government of the Russian Federation dated 04/21/2000 N 370, dated 07/23/2013 N 621)

What administrative punishment is provided in case of violation of sign 3.2

The question is , what the fine is for driving under a “no traffic” sign in 2018, is covered by Part 1 of Article 12.16 of the Code of Administrative Offenses of the Russian Federation in “Failure to comply with the requirements prescribed by road signs or road markings” (as amended by Federal Law dated July 23, 2010 N 175-FZ):

"Failure to comply with the requirements prescribed by road signs or markings of the roadway, except for the cases provided for in parts 2 - 7 of this article and other articles of this chapter - (as amended by Federal Laws dated 04/21/2011 N 69-FZ, dated 04/05/2013 N 43-FZ) entails a warning or the imposition of an administrative fine in the amount of five hundred rubles."

Thus, a traffic police officer may, at his discretion, limit himself to a warning in relation to the offender, or lighten his wallet in favor of the state treasury by five hundred rubles.

Practical advice for citizens who have the right to drive a vehicle in the territory where sign 3.2 is valid

To avoid receiving a fine for violating a “no traffic” sign or a warning, it is not enough to know about your right to drive a vehicle in the area of sign 3.2. The fact that you did not violate the traffic rules of the Russian Federation still needs to be proven. Therefore, you must have the following documents with you in order to present them to a traffic police officer if necessary:

    you live in the territory regulated by sign 3.2 - a passport of a citizen of the Russian Federation with a stamp indicating the appropriate place of registration;

    you serve an enterprise (for example, a store) - availability of a voucher or invoice;

    you are an employee of the company - employment contract;

    you are disabled - documents confirming your disability; presence of a “disabled person” badge on the vehicle;

    you are an employee of the federal postal service - a distinctive badge in the form of a diagonal white stripe on a blue background on a service vehicle is sufficient.

It is worth remembering that the entire legislative system is very complex and confusing for the average citizen who does not specialize in these issues to understand. Sometimes, in order to find out your legal rights and properly protect them, you need to consult a specialist. Therefore, if there are controversial issues according to the law and you need answers, be sure to contact competent professionals!

Lots of signs along the road are a fairly common occurrence. Most drivers know about many signs from school, but many sometimes remain a mystery even to experienced drivers. We suggest considering sign 3.2 “No movement” and all possible violations associated with it.

The sign, accordingly, is included in the list of “prohibiting” signs. Where and how it is used is regulated in GOST R 52289 - 2004.

Paragraph 5.4.3 GOST R 52289 – 2004:

Sign 3.2 “Traffic prohibited” is used to prohibit the movement of all vehicles on certain sections of roads.

Paragraph 5.4.29 GOST R 52289 – 2004:

Signs 3.2 - 3.9, 3.32 and 3.33 are installed at each entrance to a section of road or territory where the movement of the corresponding types of vehicles is prohibited. Before side exits onto the road, signs are used with one of the plates 8.3.1 - 8.3.3.

Please note that this sign prohibits movement in both directions opposite to each other, and therefore it is never installed on roads where traffic occurs only in one direction.

Sign 3.2 Traffic rules:

"Movement Prohibition". All vehicles are prohibited from moving in both directions.

But, like all other signs, this one is also subject to some exceptions.

Exceptions are regulated by GOST R 52289 - 2004.

Paragraph 1,2 and 4 points 5.4.30 GOST R 52289 – 2004:

Signs 3.1 - 3.3, 3.18.1, 3.18.2, 3.19, 3.27 do not apply to route vehicles.

Signs 3.2, 3.3, 3.28 - 3.30 do not apply to vehicles driven by disabled people of groups I and II or transporting such disabled people or children of disabled people.

The effect of signs 3.2, 3.3, 3.5 - 3.8 does not apply to the corresponding vehicles serving enterprises located in the designated zone, serving (or belonging to) citizens(s) living or working in this zone, as well as to vehicles of federal postal service organizations that have a white diagonal stripe on a blue background on the side surface of the body. Such vehicles must enter and exit the designated area at the intersection closest to their destination.

(as amended by Amendment No. 3, approved by Order of Rosstandart dated December 9, 2013 No. 2221-st)

So, the following categories of cars fall under the exception:

  • Route vehicles are not subject to the sign;
  • The sign does not apply to cars of disabled people of groups I or II and drivers who transport them;
  • Drivers who live directly in the territory where it is installed can also ignore sign 3.2;
  • Cars that serve enterprises that operate in this territory may also not pay attention to the sign; postal vehicles with a diagonal white stripe on the body.

Each of these modes of transport must enter and exit the territory only at the intersection closest to the place to which it is traveling.

Fine for driving in an area where there is a “No Traffic” sign

This prohibitory sign applies not only to certain categories of cars. Even the fine, despite the fact that there is a prohibitory sign, for driving in defiance of it is only 500 rubles.

Part 1 Article 12.16 of the Code of Administrative Offenses of the Russian Federation:

Failure to comply with the requirements prescribed by road signs or markings of the roadway, except for the cases provided for in parts 2 - 7 of this article and other articles of this chapter (as amended by Federal Laws dated 04/21/2011 N 69-FZ, dated 04/05/2013 N 43 -FZ) entails a warning or the imposition of an administrative fine in the amount of five hundred rubles. (as amended by Federal Law dated July 23, 2013 N 196-FZ)

This was confirmed by Resolution of the Plenum of the Supreme Court on October 24, 2006 No. 18.

Paragraph 1 clause 8.1 of the Resolution of the Armed Forces of the Russian Federation:

According to Part 1 of Article 12.16 of the Code of Administrative Offenses of the Russian Federation, it is necessary to qualify the actions of the driver, expressed in non-compliance with the requirements prescribed by road signs or markings of the roadway, with the exception of cases provided for in parts 2 and 3 of this article and other articles of Chapter 12 of the Code of Administrative Offenses of the Russian Federation.

It's important not to forget:

  • Drivers living in this territory must have a passport with registration in case they are stopped by an inspector. If you don’t have a passport, the inspector will consider you to be a violator;
  • Suppliers of stores in this territory (or serving another enterprise) must have an invoice or waybill with them;
  • If you are an employee of an enterprise located in this territory, try to have a document confirming this with you. For example, an agreement with an employer;
  • A sign must be present on the transport of disabled people, and the driver must have a corresponding document with him;
  • Postal service vehicles are the only vehicle category that speaks for itself. Here, the confirmation of the status is the car itself with an identification strip.

Despite the fact that road signs are not particularly difficult to learn, prohibition signs are considered to be the most inconvenient for drivers.

General points

There are a considerable number of different nuances that are directly related to prohibition signs provided for by traffic rules.

This primarily applies to the “no movement” signs. The traffic rules have a whole section dedicated to prohibition signs.

Please note that violators of traffic rules face serious administrative liability.

When a violation is detected by a traffic police inspector, the violator has a high probability of seizure driver's license through the judiciary.

At the same time, there are many nuances that are directly related to the passage of a vehicle under the sign. They are indicated in the traffic rules and in the comments to them.

Basic Concepts

Road warning signs are used by road services to inform road users.

Often such familiarization occurs to show drivers approaching a possible danger on the road, which could lead to an accident.

The presence of such a road sign implies the need to take specific measures. An equally significant sign is priority in movement.

Today there are over 10 varieties of the sign. At the same time, administrative liability for ignoring the sign is not serious.

If the order of travel is not followed, there is a considerable risk of an accident.

Because of this, it is necessary to consider in advance the nuances of using such signs in order to minimize the risks of receiving penalties in the amount established by Russian legislation.

Road sign“No movement” means a ban on vehicles moving in a specific direction.

It is for this reason that it is necessary to be extremely attentive to established signs, since violation entails administrative liability.

Current standards

The main regulatory document is considered to be the Code of Administrative Offences.

In particular, you should pay attention to such articles as:

These articles of the current Code of Administrative Offenses of the Russian Federation are not exhaustive, but they include all the necessary information for vehicle drivers.

How much is the fine for a No Traffic sign?

Initially, you need to understand that there are exceptions to every traffic rule. This statement can also be applied to sign 3.2.

According to the traffic rules, the following types of vehicles can ignore the prohibition that the sign carries:

Shuttle buses It is important to understand here that they relate to public transport, which are intended for transporting passengers. Buses that go to the garage at the end of their working day do not have the right to ignore road signs, since in such a situation they are not “minibuses”, but ordinary vehicles
Vehicles that have special markings These include the gas service, police, and so on.
Transport that is serviced by a company located in a restricted area These may include cars that deliver products to stores in a specific area, as well as a company vehicle
Civil vehicles The owners of which live in the territory where entry is prohibited according to the established sign
Cars that are owned by incapacitated citizens

In addition, Russian legislation provides for the need, in addition to a driver’s license, to have other documentation that confirms the right to ignore the sign.

For example, a driver who delivers products to stores, who is located in a limited area, must have a waybill with him.

Owners of vehicles who live in this zone must additionally present a passport showing registration to the traffic police inspector.

Mention of it in traffic rules

For driving through sign 3 2 traffic is prohibited, comments and fines are shown in Art. 12.16 Code of Administrative Offenses of the Russian Federation.

In 2017, all prohibitory signs in the traffic rules, without exception, are displayed in section 3. It contains an extensive list of different symbols.

The most common signs on the road include:

№3.1 A road sign displays a categorical ban on movement in a specific direction for all road users without exception (cars, motorcycles, etc.)
№3.2 It looks like a white circle with a red border. Displays a complete ban on vehicle movement in a certain direction
№3.3 Prohibits movement on mechanical vehicles, while movement on other types of transport (meaning non-mechanical type) is allowed
№3.4 The sign implies a ban on movement of exclusively cargo type road transport(by default the sign is valid for trucks with a total carrying capacity of over 3.5 tons). If necessary, the maximum permissible load capacity of the vehicle is displayed next to the sign.
№3.5 Displays restrictions on the ability to move in a certain direction on a motorcycle
№3.6 The sign displays a ban on the movement of tractors and various vehicles in the indicated direction.
№3.7 Prohibits the movement of vehicles with a trailer
№3.8 The sign prohibits driving in the indicated direction on horse-drawn carts
№3.9 A sign prohibits cycling in the indicated direction.

How violations are detected

Detection and recording of an offense is possible in several ways:

  • thanks to the use of video recording devices by regulatory authorities;
  • directly by traffic police inspectors.

When a violation is recorded by a video surveillance camera, the driver is sent a Resolution by post.

If the offender disagrees, he has every right to appeal to a judicial authority or the territorial office of the State Traffic Safety Inspectorate.

The complaint must be filed within the first 10 days from the date of receipt of the relevant Resolution.

For your information, the measure of administrative responsibility that is used in a particular situation is largely related to the method of identifying the offense.

At the same time, another key point is considered to be the type of prohibitory sign, the instructions of which were ignored. Above is the main list of signs.

Additionally, there are some restrictions for pedestrians themselves, including vehicles of a certain height, width, and so on.

Particular attention is paid to drivers of oversized cargo vehicles.

Amount of penalty to be paid

The amount of the penalty for driving under signs No. 3.2 “Traffic prohibited” varies from 500 to 5 thousand rubles.

The specific amount of administrative liability directly depends on the option of detecting an offense, as well as on the immediate installation location, the main reason for placing this type of road sign.

The fine for driving under a traffic prohibited sign in a situation of non-compliance with the instructions of other road signs that impose certain restrictions varies.

With a certain periodicity, the amount of the fine increases, and administrative liability becomes stricter.

Video: violation of driving under a brick sign

For this reason, most the best option is a preliminary familiarization with the traffic rules before directly leaving the road.

In another situation, various kinds of misunderstandings may arise with traffic police inspectors.

Penalties for driving under the Trucks Prohibited sign

Russian legislation, in particular Article 12.11 of the Code of Administrative Offenses of the Russian Federation, stipulates that freight vehicles that belong to category C (load capacity over 3.5 tons) cannot travel on highways further than in the second lane.

According to this legislative act, the amount of the penalty is about 500 rubles. Depending on the degree of violation, the fine can be increased to 5 thousand rubles.
