RSA has long drawn attention to the need for liberalization. There is already a very serious problem: many drivers (even careful ones) refuse compulsory motor insurance. Paying a fine of 800 rubles (or 400 with a discount) is easier than buying an expensive policy. In 2017, there were about 3 million such drivers, according to official traffic police statistics.

Therefore, increasing fines for driving without compulsory motor insurance seems to be the next logical measure. Registration of a limited policy is available to any individual and legal entities. When concluding a contract, the insurance company does not require documents confirming the use of the vehicle during a certain season or time of year.
